The triad

Three concurrent production mirrors, each on its own Tor guard pool. The triplication serves two purposes: congestion isolation (a flood targeting one mirror does not affect the others) and rotation continuity (new mirrors stage on the production pool before old mirrors decommission, leaving zero gap).

Operational: probe completes within 60-second budget. Degraded: probe completes but p50 latency above 250 ms over 5-minute rolling window. Down: no response or timeout.
