Panel composition

Three rotating moderators per ticket: one buyer-facing, one vendor-facing, one protocol-side. The same three do not pick up sequential tickets, by policy. The composition is publicly logged on the resolved ticket.

Ruling flow

Asynchronous filings: each panelist files a written ruling within the 6-hour SLA. Two-of-three majority resolves; the multisig contract receives the appropriate co-signing instruction within minutes of the third filing. Edge cases (tied panel, recusal) escalate to a fourth panelist drawn from the pool.
